The Shah launched the White Revolution program that was meant to modernize Iran through land reform, sale of state-owned factories, construction of transportation networks using rail, roads, and airports, and a number of dam and irrigation projects. It also attempted to greatly weaken the wealth and influence of landlords and clerics who supported traditional ideas.
