Created to help avoid a conflict between the North and South. It stopped the slave trade in Washington D.C. but also made harsher Fugitive Slave Act. The territories that the States had won from Mexico were admitted into the Union. California became a free state while Utah and New Mexico would decide their stance based on popular sovereignty.
