In order to keep the towns safe the communities would come up with systems to catch thieves such as hue and cry. This was where, if a person had seen a crime take place, they would shout a cry. To make sure everyone hears and everyone who heard has to run after the criminal otherwise if they ignore it they will also be punished with the criminal.
