Johnson was the president who was able to get Congress to pass the Act, even though Kennedy was an advocate of the legislation. The Act got passed in both the House and Senate. This Act was primarily fueled by John F. Kennedy's support for equal rights as well as the March on Washington that raised support for the cause.
