Description: This event was a modification of the Embargo Act. It enabled trade with all nations except Britain and France.

Significance: France somewhat responded to the act by giving a loose promise to respect America's neutrality. Britain outright refused to do anything along those lines. This convinced the Americans that war was necessary. This also, however, created a further social divide between federalists and republicans. Every federalist in Congress ended up opposing war with Britain, while 80% of Republicans voted for war
