Until the reforms were met, re-admittance into the Union was prohibited and the states were kept under martial law. The southern state governments formed during this period of Reconstruction represented a coalition of African Americans, recently arrived northern whites (carpetbaggers) who were seen as profiteers, and southern white Republicans (scalawags), seen as traitors.
