Description:

In the 104th Congress both the House of Representatives and the Senate were run by a majority of Republicans. Due to this, there was a power shift from the federal government to the state governments. The process of devolution gave states more power while taking power from the federal gov't. This power change from federal to state government creates a shift in the balance.
