Believing themselves to be cracking terrorist networks online, the NSA discover Shreck-Net--the Nosferatu information network. The troves of data they glean about the existence of vampires and the pervasiveness of their control is the genesis of the Second Inquisition.

The revelation is deemed too sensitive to trust to the larger government and the NSA and a selected handful of other officials in the government form a shadow agency not even the White House knows exists. They coordinate with other governments, the Vatican, and groups over the course of the next two years.
