Description:

The New Jersey Plan was put forth by small states worried about giving too much power to the larger states as proposed in the Virginia Plan. The New Jersey Plan suggested the amending the Articles of Confederation by giving Congress the power to regulate interstate commerce, impose tariffs, and collect taxes from states. The plan also suggested the continuation of the unicameral legislature that provided each state with a vote as opposed to representation based on population, because the smaller states that proposed the plan wanted equal representation in Congress. Ultimately, the New Jersey Plan was scrapped in favor of the Virginia Plan, but elements of the New Jersey Plan made it through.
