The English Bill of Rights was brought into action on December 16, 1689. The Bill condemned King James II for his actions before and during the Glorious Revolution. But more importantly, not only did the Bill state (and further limit) the powers of the monarch, it also elevated the power of the Parliament by giving them more power and stated undeniable rights for the individuals. For example, the Bill of Rights outlawed taxation by royal decree without Parliamentary agreement, protected the freedom of speech within the Parliament, and prevented the monarchy from interfering with Parliamentary elections. The Bill is said to be what created the modern constitutional monarchy in Great Britain and the US Bill of Rights.
