The second neutrality act expanded The United States beyond the implements of war, they couldn't sell oil and other items related to war, but they included the politic of "cash-and-carry", that others countries were allowed to buy any items except arms from the United States, so long as they immediately paid for this items and carried them on non-Americans ships.
