jan 1, 1991 - Pub. L. 102-119-Amendment of Individuals With Disabilities Education Act included a title change to people-first terminology. It related particularly to early intervention services and provided for more early intervention services; stressed a family-centered approach; and identified the need to serve underrepresented populations such as minority, low income, inner city, and rural. It also added vision services, assistive technology, and transportation.
