jan 1, 1961 - Pub. L. 87-276-The Special Education Act signed by President Kennedy in September 1961 funded university-level programs designed to encourage and facilitate the training of more teachers of the deaf. It increased the number of teacher preparation programs and more than doubled the annual preparation of teachers in this field.
