In 1940, Germany, Italy and Japan signed an agreement to form an alliance during World War II. They were hoping to keep the United States out of the war, so President Franklin Roosevelt asked Congress for aid to help Great Britain fight these powers.

This was an example of foreign aid because the U.S. intervened to help Great Britain for aid to fight against the alliance of the three countries.
