Description:

In 1859, a Select Committee of the House of Commons was appointed to consider the efficacy of the lunacy legislation and its final Report was published in July 1860. In 1858, widespread press publicity had attended two commissions of lunacy,1 which had aroused public concern about the possibility of the incarceration of the sane upon the false imputation of insanity. However, the Select Committee uncovered no evidence which effectively substantiated this fear (25)
