The shelling in the city and in the nearby Beddawi refugee camp has lately been the most intense of the 18-day battle between loyalists of Yasir Arafat, the chairman of the Palestine Liberation Organization, and rebels who accuse him of being too moderate toward Israel. In this, the third day of a counteroffensive by Mr. Arafat's men at Beddawi, it was impossible to determine how far either side had moved.
