Description:
Because of the advances made by Germany and Japan up until mid-1941, a need for the U.S. to state its position was necessary. "Roosevelt and British leader Winston Churchill met secretly on a ship off the coast of Canada. There the two leaders agreed to the Atlantic Charter. This agreement proclaimed the shared goals of the United States and Britain in opposing Hitler and his allies" (American Anthem: Reconstruction to the Present, pg. 755).
