During Eisenhower's last years in office, Khrushchev visited the U.S. to negotiate with president Eisenhower. Eisenhower hoped for an agreement to end nuclear bomb tests in the atmosphere and oceans, but Khrushchev rejected the proposal.
Khrushchev's rejection of this proposal opened up new opportunities for future conflict between the U.S. and the Soviet Union, and a continuation of the cold war (for example, the Cuban Missile Crisis in 1962).
