The Wagner Act is passed, guaranteeing the right of private sector employees to organize into trade unions, engage in collective bargaining, and take collective action such as strikes. The Congress of Industrial Organizations (CIO) is founded as a federation of unions that organized workers in industrial unions. Unlike its rival the AFL, the CIO allowed blacks and unskilled workers to join.
