In an executive order and historic political statement, Lincoln announced that slaves in the seceded states were to be freed. Lincoln for the first time officially took a stance against slavery. However, the Emancipation Proclamation did not apply to states loyal to the Union, and there were a few states that had slavery who were loyal to the Union.
