The law abolished the national origins quota system and replaces it with a system whereby immigrants are admitted based on their relationship to a U.S. citizen or lawful permanent resident family member of U.S. employer. While it did apply a cap to the total number of immigrants admitted each year, there was no limit to the number of immediate relatives of U.S. citizens each year.
