Description:

As a result of extremely poor conditions aboard ships bringing immigrants over, many of the immigrants arriving in America were sick or dying. As a result, the Steerage Act was passed, requiring ship captains to improve conditions aboard their vessels and report a list of passengers with demographic information to the district collector.
