Description:

The proclamation declared "that all persons held as slaves" within the rebellious states "are, and henceforward shall be free." All slaves that were freed were forced to serve in the army if they could.
Cause: The civil war and the people of the north
Effect: Not much(he had no jurisdiction) but it did make the war about slavery and not states rights and it made the army grow a little.
