jan 1, 1899 - 1899 - The Open Door Policy in China was first articulated by Secretary of State John Hay as part of an American effort under McKinley to expand the US's foreign presence. It called for those powers who had a sphere of influence in China to allow all countries to trade and negotiate with China, in contrast to the previous policy of closed spheres of influence that had been such a difficult for the United States.
