Description:

The Wade-Davis Bill was a congressional plan in response to Lincoln's lenient Proclamation of Amnesty and Reconstruction. It outlined far stricter requirements for re-admission into the United States. It required 50% of 1860 of 1860 population to take “iron-clad” oath and for a state constitutional convention to be held before elections for office.
Lincoln pocket veotoed it and it never took effect.
