Description:
Abraham Lincoln's plan for reconstruction in the South. It gave full pardons for oaths of allegiance to the union and accepting the emancipation of slaves. With the 10% plan states could draw constitution and be reinstated as soon as 10% of their population (as taken before the war) took the oath. Once admitted the South encouraged to enact plans dealing with freed slaves.
