Instead of grant-in-Aid, local cess should be levied for funding schools. This led to the reversal of Despatch order on mass
education through the grant in aid.
Stanley’s despatch created dilemma among provincial governments; Bengal, Assam, and Madras attempted improvement of indigenous schools through the grant in Aid and created govt schools as models. Bombay, NWP, Punjab and Coorg neglected indigenous schools.
