The Bunker Admittance Policy is amended, making it so half the bunkers population is selected based on the algorithm, and the other half based on a fair and equal lottery, where everyone is represented.However, some countries impose a fee on entering the lottery, further fueling the protests and riots there, while elsewhere they dwindle thanks to the amends.
