By this point in time, most of the biggest threats to the Republic had already been taken care of. However, the Committee still believed that there was a chance the people would betray them, so they decided to make this law. Under the Law of 22 Prairial, Year II, the Revolutionary Tribunal, the court where people were accused of treason and going against the Republic, would no longer have to answer to the Convention. The law also broadened the charges that could be made against suspects, and greatly reduced their abilities to defend themselves.
