The Kellog-Briand Pact, signed in 1928, was an agreement between the major powers of the world at the time to outlaw war. However, this agreement was heavily based off of idealism and generally had no real impact. The Great Depression drove many of the signatures of the pact to violence, and the pact provided no means with which to punish those who broke the agreement, leading to a general disregard for and failing of the pact.
