Description:

When the United States was being founded, there was a major question about representation: should Slaves be counted towards represented population. The Southern states, whose populations had large portions of slaves, argued that they should while the North argued that since they didn't have rights, they shouldn't be represented. As a compromise, they declared that 3 out of every 5 slaves would count towards the population of that state
