Description:

Popular sovereignty was the doctrine that stated that the people who live in that area should be able to decide for themselves the nature of their government. Lewis Cass of Michigan put this idea forward to protest against the Wilmot proviso. Stephan Douglas thought the settlers should vote on their status early in territorial development.
