President George W. Bush asked Congress for authority to use military force against those responsible. U.S. troops were sent to Afghanistan, where al-Qaeda leaders were based.

This is Globalist/Nationalist because USA fought back when it was attacked, otherwise it would have never gotten involved with AL-Qaeda because it never harmed the US before.

This is also hard-power because the president is basically fighting fire with fire. In other words, he is attacking back because they attacked America.
