They were composed of ethnic and village notables elected by two electoral colleges: one of chiefs of cantons and villages and the second of chiefs of urban quarters and clan heads in urban centers. The councils convened at the request of the cercle administration, or every three months, to discuss government activities in the fields of taxation, public works, and the local budget.
