The P5+1 present a new comprehensive proposal to Iran updating its 2006 incentives package. The new proposal maintained the same basic framework as the one in 2006, but highlighted an initial “freeze-for-freeze” process wherein Iran would halt any expansion of its enrichment activities while the UN Security Council agreed not to impose additional sanctions.
