Description:
Sent by George Kennan (second in command at the embassy in Moscow and a USSR expert) to Washington, it was an 8000 word document detailing fears about soviet ambitions of influence and hostile attitude towards capitalism (as well as non-communists left wing ideologies which were seen as a greater threat) . These echoed Truman's own fears.
