From 1924 France had a mercenary and police force in Togo, the Guards Indigène, which was trained and led by French officers and NCOs. In 1925, the mandate commission insisted on the withdrawal of all troops, since no soldiers could be recruited in Mandate districts and no troops had been stationed. Thereupon France split off a so-called "Company of Milice" from the "Guard indigène" and stationed it in different parts of the country. This 'Companie de milice' could be strengthened at any time by convening reservists. She was subordinate to the West African General Command.
