Description:

These decrees were issued by the Austrian and Prussian leaders in response to protests by liberal reformers and university students, who had been arguing for the national unification of the German states. They required the German states to outlaw liberal political organizations, police their universities and newspapers, and establish a permanent committee with spies and informer to clamp down on liberal or radical reformers. Above all, the goal to was to uphold the conservatism that Metternich and others believed would save the states/empires from overthrow and destruction.
