Description:

One of the things in Alexander Hamilton's 5 point plan was to assume debt from every state and call it the national debt. This meant that the states had to help contribute to paying off this debt. However, the South refused to as they didn't owe as much money as the North did. So as a compromise for the South to agree, the capital was moved more south to Washington D.C.
