It is not clear why the Gadianton Robbers waited so long. Giddianhi had said they would attack the next month, and yet it is about two years before the Robbers actual come out of the mountains.
I think it is likely that Giddianhi was trying the scare Lachoneus into surrendering, but wasn't actually prepared for an all-out invasion yet.
Whatever the cause for the delay, in AD 18 Giddianhi led his band out of the mountains. They quickly took possession of city after city, as all the land had been abandoned. There simply was no one left to stop them.
