The Harrison Narcotics Tax Act was what most consider the beginning of the war on drugs put into place to help with the opium problem it taxed the distribution and sell of opium and coca and derivatives of them. The most devastating thing about the harrison tax act was a vague clause that prohibited doctors from prescribing opium based drugs this cased to doctors being targeted by the police. Because doctors could no longer prescribe the drugs they were addicted to they were forced to go underground creating the sketchy black market that we have today.
