Description:

-Named after Viceroy Lord Minto and Secretary of State John Morley
-It provided for limited self-government by introducing elections to legislative councils and admitted Indians (Satyendra Sinha) to councils of the Secretary of State for India, the viceroy, and to the executive councils of Bombay and Madras states.
-Muslims were granted separate electorates according to the demands of the Muslim League.
-The phrase "carrot and stick" is a metaphor for the use of a combination of reward and punishment to induce a desired behavior.
-Voting on Finance Bills was also allowed & Supplementary Questions were also allowed.
-VD.Savarkar was sent to jail for protesting against this act.
