The monarchists had been a minority in Finland when it declared itself a Republic in 1917. However, after a civil war, and while the pro-republic Social Democratic Party was excluded from the Eduskunta, the German Friedrich Karl Ludwig Konstantin the brother-in-law of Kaiser Wilhelm II was elected to the throne of the Kingdom of Finland on 9 October 1918 under the title Fredrik Kaarle I.
