With German colonies in its grasp and the British Empire greatly weakened, Japan stood to be the sole dominant power in China; the Kaiserliche Marine unable to risk deploying the bulk of its fleet so far from home. All the same, the Kaiser was not one to forgive or forget, particularly over the city of Tsingtau, which had until the Japanese occupation served as the crown jewel of Germany’s East Asian colonial ambitions. After weeks of discussion, Germany, and the United States resolved to diplomatically pressure Japan to return its Weltkrieg conquests, the Americans in particular emphasizing the continuation of the “Open Door Policy”.
