Union General Halleck arrests a Missourian for saying "I wouldn't wipe my *** with the stars and stripes." This is an example of one of the effects of the suspension of Habeas Corpus because it allowed local police forces to arrest whoever they wanted based on loyalty without considering the goal of enforcing drafting.
