Description:

The amendment was proposed by Congress on December 18, 1917, and was ratified on January 16, 18th Amendment, prohibited the manufacture, transportation and sale of “intoxicating liquors”. Prohibition was difficult to enforce and failed to have the intended effect of reducing crime and other social problems. In fact, it led to a rise in organized crime, as the bootlegging of alcohol became a popular operation. In 1933, widespread public disappointment led Congress to ratify the 21st Amendment, which repealed Prohibition.
