Issued by president Abraham Lincoln, the Emancipation Proclamation declared that all slaves in rebellious states are now and will be free. It only applied to states that seceded, leaving many slaves behind that were in the loyal border states. Although it didn’t completely end slavery, it gave millions of slaves hope for the future.
