A joint British-French statement outlining measures implemented by both administrations in the Togolands was submitted to the Coun- cil’s fourth session early in 1949.
Its conclusions pointed to the need to adjust the overall economic relations of the West African territories and for a commission to examine the economic problems of West Africa as a whole.50 The idea of a formal commission found both supporters and detractors in the Colonial Office, but by July the Ministry of Overseas France came out against it.51 What the French now had in mind was a joint mission in West Africa to examine the problem of Togo and the Conventional Zone, but postponing the larger question of economic liaison.5
