Description:
The Articles of Confederation was the first Constitution of America. The Articles, written by Benjamin Franklin, created a loose unification of sovereign states with a weak central government. The goal was to provide state governments with most of the power. This prevented the central government from being able to collect taxes and regulate business. By March 1, 1781, the last of the thirteen colonies had ratified the Articles of Confederation.
