Schemes to bring farmers relief - bipartisan “farm bloc” from agri states go thru Congress (1921); Capper-Volstead Act - exempted farmers’ marketing cooperatives from antitrust prosecution; McNary-Haugen Bill - (1924) - 1928) kept agricultural prices high by authorizing gov’t to buy up surpluses & to sell them abroad, Gov’t losses made up by special tax on farmers; Vetoed by Coolidge twice → farm prices stay down → farmers = politically volatile in 1924;
